They are great CPA networks. I can't say the same for CPAEmpire as I've seen a lot of shady stuff going on there. Another small network I've been using for some of my incentive-based sites that works great is InstantDollarz. They're pretty much limited to incentivizable campaigns, but they've got hundreds and hundreds of offers with a great reporting system. Hydra's also pretty good, I would actually have placed them in the #2 spot because they are awesome with publisher support. Props to azoogle and maxbounty. They are great CPA networks.
